Description
HaDEA has published the Prior Information Notice (PIN) HADEA/2026/OP/0019-PIN: Clinical Trial Readiness through the Establishment of a Pilot Filovirus Investigational Vaccine Reserve.
This upcoming call for tenders aims to ensure trial preparedness for filovirus outbreaks through the establishment of an EU-based reserve of investigational vaccines as a critical preparedness measure, given the sporadic yet high-consequence nature of these pathogens.
Specifically, the call has the objective of establishing, piloting and maintaining a reserve of filovirus candidate vaccines against Marburg (MARV) and/or Ebola Sudan (SUDV), which, in case of an outbreak, could be used to advance their development. These provisions would allow for the rapid deployment of candidate vaccines at a later stage.
Tenderers will further have to ensure the rapid deployment of the investigational doses, subject to specific conditions being met (such as the occurrence of an outbreak and the expressed consent of the contracting authority).
This action supports the policy priority to enhance the availability and accessibility of medical countermeasures and critical medicines, to support innovation and access regarding such products and to ultimately enhance preparedness for future health emergencies in synergy with Horizon Europe. It implements the EU4Health Programme’s general objective of improving the availability, accessibility and affordability of medicinal products and medical devices and crisis-relevant products.

Background
EU4Health is the fourth and largest of the EU health programmes. The EU4Health programme goes beyond an ambitious response to the COVID-19 crisis to address the resilience of European healthcare systems. The programme provides funding to national authorities, health organisations and other bodies through grants and public procurement, contributing to a healthier Europe.
HaDEA manages the vast majority of the total EU4Health budget and implements the programme by managing calls for proposals and tenders from 2021 to 2027.
