EU4Health call for proposals - support for public procurement in the health sector and crises preparedness

HERA call 2022

The COVID-19 pandemic has highlighted a need for coordination and cooperation at a European, national, regional and even local level in the health sector. The pandemic has unveiled already-existing weaknesses in EU countries’ supply chain and public procurement.

The "Call for proposals to support structured dialogue at national or regional level on public procurement in the health sector – HERA" supports the policy priority to respond to the COVID-19 crisis and implements the EU4Health programme’s objective of protecting people in the EU from serious cross-border health threats.

The aim of the call is to support EU countries in organising a thorough assessment of public procurement in the health sector at national and/or regional level.

The call is expected to:

  • Develop new/ improved national and regional strategies on public procurement;
  • Make current practices more resilient and efficient all over the Union;
  • Increase preparedness for future health crises.

The total budget amounts to € 5 million and the deadline for applications is 21 February 2023, 17:00 (CET).

Background information

EU4Health, with a budget of €5.3 billion, is the fourth and largest of the EU health programmes. The EU4Health programme goes beyond an ambitious response to the COVID-19 crisis to address the resilience of European healthcare systems. The programme provides funding to national authorities, health organisations and other bodies through grants and public procurement, contributing to a healthier Europe.

HaDEA implements the EU4Health programme by managing calls for proposals and tenders from 2021 to 2027.
