The call HORIZON-CL4-2024-SPACE-01 managed by the HaDEA Space research team closed on 21 March 2024 and received 28 proposals, requesting a total EU contribution of approximately €90.5 million.
The team has now completed the grant agreement preparations with 10 of the 11 selected projects, which will receive a total EU contribution of €30.3 million. Grant preparations for the last project are ongoing*.
The selected projects will significantly strengthen the evolution of Copernicus (the Earth observation component of the EU Space programme) and foster innovative developments in line with other EU Space Research priorities, including the development of critical space technologies for EU non-dependence.

Topic HORIZON-CL4-2024-SPACE-01-35: Copernicus for Land and Water

CLMS-Cities | Copernicus responding to EU Cities Mission | CLMS-CITIES aims to improve the Copernicus Land Monitoring Service (CLMS) with new elements and products, capable of being integrated into land planning decisions regarding climate change mitigation at local scale, thereby responding to the EU Mission “Climate-Neutral and Smart Cities”. |
TERRA | An intelligent platform for integrating climate services | TERRA will create a platform for climate services, integrating six novel services and three product chains that fuse Copernicus services, including the Copernicus Emergency Management Service (CEMS) and Copernicus Climate Change Service (C3S), with state-of-the-art technologies. It will provide solutions for coastline detection, coastline erosion prediction, flood risk assessment, water pollution assessment and coastline modelling. |

AI4COPSEC | Security enhancement through heterogeneous data fusion and improved AI/ML-powered Copernicus maritime and border surveillance services | AI4COPSEC aims to demonstrate the potential of advanced ML and GeoAI models to provide relevant intelligence for enhancing existing Copernicus products and services such as oil spill response and illegal fishing alert. It will propose new services intended to support Search-and–Rescue operations and irregular migration detection. The project aims to enhance CSS services through the usage of self-supervised deep learning models, geomatics and social media data (OSINT) extracted from heterogenous multi-sources data. |
THEIA | Enhancing Copernicus Security Services - EU governmental crisis management hub for forced population displacement | THEIA addresses critical challenges such as population displacement due to conflicts, exacerbated by factors like climate change, extreme weather events, food shortages, and poverty by integrating data fusion, processing, and analysis. It will leverage Geospatial Artificial Intelligence (GeoAI) and Machine Learning to significantly enhance the efficacy of existing services. Its services will cater to a wide array of end-users, including EU entities such as SatCen and Frontex, Member State Ministries of Defence, Intelligence Agencies, Police Forces, NATO, and potentially Extra-EU National and Supranational Entities such as the United Nations. |

ESGAN | European space GaN | ESGAN is targeting the development based in EU of 200V GaN power transistors suitable for space applications exploiting the advantages of reduced mass and increased efficiency given by this technology. |
HALLOA | Hybrid amplifier laser for lidar operations | HALLOA is developing two key critical sub-systems for a hybrid laser with EU components/sub-systems: a 2.05 µm pulsed fiber amplifier and a high-power laser diode at 793 nm, targeting TRL6. These systems are critical components for the Lidar instrumentation for CO2/H2O monitoring. |
PUMA | Development of a rad-hard FPGA with ultra deep submicron technology for space applications | PUMA is focusing on the design, implementation and rad-hard characterisation up to TRL5 of the first European space-FPGA in advanced technology nodes, i.e., 7nm FinFet. |
SIROCO | Simple and robust laser source with EU supply chain and cavity and injection-free optical parametric oscillator for spaceborne lidar | SIROCO is developing an EU solution for high-power lasers in the eye-safe region based on wavelength conversion from a 1µm laser, targeting TRL6. Such technology will enable the next generation of spaceborne sensors for greenhouse gases (GHG). |
SPACELINK | European space-grade optical transceivers for high-speed intra-satellite interconnects and free space lasercom links | SPACELINK is targeting the EU-based development of a high-reliability optical transceiver, delivering VCSEL-based and photonic integrated circuit systems and demonstrating flight-ready parts at TRL 7. |
TENSIS | Technology for European independence in space image sensor | TENSIS is addressing the EU-based development of large CMOS Imaging sensors in two different configurations: a 4k x 4k CMOS detector shall reach TRL7, while the 24k x 16k stitched CMOS array shall reach TRL6. |

Background
EU Space Research aims to foster a cost-effective, competitive, and innovative space industry and research community. Under Horizon Europe Cluster 4 – Space, HaDEA is funding projects that prepare future evolutions of the EU Space Programme components, foster the EU space sector’s competitiveness, reinforce its independent capacity to access space, and secure its autonomy of supply for critical technologies.
