EU Open Data Days 2025: HaDEA’s new projects and success stories

Last week, 19-20 March, the team of the official portal for European data delivered the EU Open Data Days 2025, a two day conference that brings together data enthusiasts, policymakers, researchers, and industry leaders to discuss and showcase the power of open data. This year’s programme was packed with insightful sessions and inspiring speakers, which explored 4 areas of open data: 'Open data ecosystems and governance', 'Data access, quality, and interoperability', 'Data reuse and impact', and 'Data visualisation, communication and literacy’.

Digital Europe Programme

Published in 2020, the European strategy for data  set out the path to the creation of Common European Data Spaces in a number of strategic fields, including cultural heritage, tourism, manufacture and skills, all funded by Digital Europe Programme.

Some currently ongoing examples are: 

EUreka 3D supports the digital transformation of the cultural heritage sector, by offering capacity building, training and new services to Cultural Heritage Institutions, including access to a cloud-based space of knowledge, computing, and storage to manage their 3D assets. 

DeployTour is a strategic initiative to boost the competitiveness, sustainability, and resilience of the tourism sector. It addresses the challenges of fragmented and inaccessible tourism data through technical infrastructure, governance frameworks, real-life implementation projects (use case pilots) and synergies and connections, enhancing interoperability. 

CircPlastX is designing a data space including 3 services: MaaS for recycled plastics, data quality for substances, and LCA data rating, dedicated to help the plastics industry in increasing their circularity through data sharing along the value chain.

DS4Skills-GO is building on previous experiences of DS4Skills and EDGE-Skills in order to deploy a data space for skills with eight use cases, including lifelong learning, employee retention, research on learning paths, upskilling and reskilling, that will provide the technical infrastructure,  a governance framework, guidance and training materials for stakeholders and a long-term sustainability plan for the skills data space.

Connecting Europe Facility – Telecom (2021-2027)

Connecting Europe Facility-Telecom contributes to the deployment of fully-fledged open data infrastructure that boost the development of information products and services based on the reuse and combination of data. This infrastructure addresses the outstanding technical and legal challenges of interoperability of data, maximising the reuse of open data by public administrations and businesses.

Connecting Europe Facility – Telecom (2014-2020)

Connecting Europe Facility ‘Telecom’ (2014-2020) facilitated the cross-border interaction between public administrations, businesses and citizens, by deploying Digital Service Infrastructures (DSI) and broadband networks.

HaDEA is also preparing a factsheet on Public Open Data, summarising the main finding of the Feedback to policy Report, to be published in spring 2025. 

 

Background 

Freely and widely accessible open data is a valuable resource to fuel economic and societal value. The Directive on open data and the reuse of public sector information ensures government transparency and fair competition for stakeholders interested in reusing public sector data. Standardisation for the Data Economy and Data Interoperability is also gaining traction fast. The Data ActData Governance ActCyber Resilience Act, as part of the European Strategy for Data, are driving forces behind this trend, and the European economy as a whole increasingly relies on the uninhibited flow and exchange of data.
