EU4Health call for proposals for a Framework Partnership Agreement for operating grants to NGOs

Non-governmental organisations (NGOs) play a key role in the field of health at EU and local levels. Besides providing services directly to patients and individuals, being in some cases in the first line of action during emergencies, NGOs are also essential in bridging the gap between institutions and patients. 

In this context, HaDEA has launched the call for proposals for a Framework Partnership Agreement for operating grants (2025-2026) to non-governmental organisations (EU4H-2024-OG-FPA). 

The subject of this call for proposals is to launch a Framework Partnership Agreement (‘FPA’) for a duration of two years (2025-2026), allowing health NGOs to continue addressing current health challenges, including the COVID-19 pandemic and its consequences. 

Through their core operational activities, health NGOs will deliver results on increased health literacy and health promotion, capacity building and networking. They will also contribute to the optimisation of healthcare activities and practices by providing feedback from patients and facilitating communication with patients.

Background

EU4Health, with a budget of €5.3 billion, is the fourth and largest of the EU health programmes. The EU4Health programme goes beyond an ambitious response to the COVID-19 crisis to address the resilience of European healthcare systems. The programme provides funding to national authorities, health organisations and other bodies through grants and public procurement, contributing to a healthier Europe.

HaDEA manages the vast majority of the total EU4Health budget and implements the programme by managing calls for proposals and tenders from 2021 to 2027.
