EU4Health call for tenders on legal support services for compliance assessment of national transposing measures

HaDEA has published the EU4Health call for tenders HADEA/2025/OP/0012 - Multiple framework contracts in cascade for legal support services for the compliance assessment of national transposing measures in the health and food safety areas, in the context of the enlargement.

The subject of this EU4Health call for tenders will be the conclusion of multiple framework contracts in cascade for the provision of legal support services in the field of compliance assessment of national transposing measures, in the health and food safety areas in the context of the enlargement.

Estimated budget: €5 670 000 (indicative ceiling for each of the Framework contracts to be signed)

This action will cover expert legal support for the assessment of the regulatory alignment with Union law in the context of enlargement. This assessment will help candidate countries to proceed with the adoption of the national legislation aiming at the full alignment with the Union acquis in the field of public health. The assessment of the compatibility is also essential for the Commission services to provide adequate recommendations for the next steps. 

It will implement the EU4Health Programme's general objective of strengthening health systems by improving their resilience and resource efficiency (Article 3, point (d) of EU Regulation 2021/522). 

The action is also in line with the Single Market Programme in the area of plants, animals, food and feed and European statistics and the adoption of the work programme for 2024-2027 (Annex III SMP Food - C(2023) 8926). 

Interested parties are invited to apply on the Funding and Tenders Portal by 12 May 2025, 16:00 CEST.

Background

EU4Health is the fourth and largest of the EU health programmes. The EU4Health programme goes beyond an ambitious response to the COVID-19 crisis to address the resilience of European healthcare systems. The programme provides funding to national authorities, health organisations and other bodies through grants and public procurement, contributing to a healthier Europe. HaDEA manages the vast majority of the total EU4Health budget and implements the programme by managing calls for proposals and calls for tenders. 

Regulation (EU) 2021/690 sets out the objectives of the Single Market Programme (SMP): to support the implementation and enforcement of Union legislation providing for a high level of health for humans, animals and plants, protection of the well-being of people and the welfare of animals, food and feed safety whilst respecting the principles of sustainable development and ensuring a high level of consumer protection

The Food strand of the SMP is contributing to a high level of health and safety for humans, animals and plants in plant, animal, food and feed areas, inter alia, by preventing, detecting and eradicating animal diseases and plant pests, including by means of emergency measures that are taken in the event of large-scale crisis situations and unforeseeable events affecting animal or plant health.
