EU4Health call for tenders to support training programmes and tabletop exercises on preparedness and response to cross-border health threats

HaDEA has published a call for tenders HADEA/2023/OP/0039 - Single Framework Contracts to support training programmes and tabletop exercises on preparedness and response to cross-border health threats including medical countermeasures

The subject of this call for tenders is the design, delivery of training courses, the development of e-Learning/online content, and design and delivery of simulation exercises in health preparedness and response to cross-border health threats, in line with the mandates of the European Health and Digital Executive Agency (HADEA), the Directorate-General for Health and Food Safety (DG SANTE), of the Directorate-General Health Emergency Preparedness and Response Authority (HERA) and of the European Centre for Disease Prevention and Control (ECDC).

This call has two lots: 

1. Design and delivery of trainings and development of eLearning 
   Lot 1 will be dedicated to the design, planning, organisation and evaluation of trainings, including the design, development, implementation and maintenance of e-Learning/online content. 
2. Design and delivery of simulation exercises
   Lot 2 will be dedicated to the design, planning and implementation of several simulation exercises, either tabletop or functional exercises depending on the objectives set by the lead and/or participating contracting authority.

The overall objective of the framework contracts on training and exercises is twofold:

• Strengthen knowledge training on medical countermeasures needed to respond to cross-border health crisis as laid down in the mandate of HERA;
• Implement an EU health preparedness training program to strengthen skills for national prevention, preparedness and response capacity to public health crisis as laid down in the mandates of DG SANTE and the ECDC.

Estimated total budget: €25 million

Background

EU4Health, with a budget of €5.3 billion, is the fourth and largest of the EU health programmes. The EU4Health programme goes beyond an ambitious response to the COVID-19 crisis to address the resilience of European healthcare systems. The programme provides funding to national authorities, health organisations and other bodies through grants and public procurement, contributing to a healthier Europe.

HaDEA manages the vast majority of the total EU4Health budget and implements the programme by managing calls for proposals and tenders from 2021 to 2027.
