
The European Commission funds research and innovation projects in the field of health under Horizon Europe Cluster 1 ‘Health’ and the EU Mission on Cancer, both managed by the European Health and Digital Executive Agency (HaDEA).
To evaluate project proposals competing for EU funding in 2025-2027, HaDEA is looking for independent professionals with knowledge and experience in one of the following (or related) areas:
- Artificial Intelligence (AI): human-AI interaction, ethical AI, trustworthy AI, machine learning, large language models (LLMs), physics-informed neural networks (PINNs), computer science, data science, algorithms, modelling;
- Clinical trials: pre-clinical models, cell therapy, cell secretome-based therapy, regenerative medicine, gene therapy, gene editing, gene expression, synthetic biology, genetics, epigenetics, viral and non-viral vectors, advanced therapy medicinal products (ATMP), good manufacturing practices (GMPs), genetically modified organisms (GMOs), managed equipment services (MES), quality management systems (QMS);
- Environmental science: exposure science, materials science, toxicology, micro- and nano plastics, analytical chemistry, risk assessment;
- Medical devices: orphan devices, orphan drugs, drug development, pharmacology, magnetic resonance imagining (MRI), nuclear imaging, health technology assessment (HTA), policy and regulation, statistics, biomedical engineering, bioethics, diagnostics;
- Diseases: (Rare) metabolic disorders, rare diseases, neuroscience, psychiatry, clinical psychology, mental health, neurology, epidemiology, non-communicable diseases (NCDs), cardiovascular diseases (CVDs), infectious diseases, pandemic preparedness, public health, digital health;
- Cancer: medical oncology, paediatric oncology, translational medicine, geriatrics, nutrition, quality of life;
- Medicine: general medicine (doctor, practitioner, general practitioner, nurse, clinician, researcher), social services, patient advocacy;
- Health systems: health care research, health finance, health economics, environmental sustainability of health systems;
- Pre-commercial procurement: innovation procurement, public procurement of innovation, healthcare procurement;
- Communication: writing, journalism, communication.

Responsibilities & remuneration
For each evaluation of project proposals, the European Commission/HaDEA selects candidates with the most suitable profiles to work as experts in a specific area. Selected experts are contracted for short-term assignments lasting anywhere from two days up to two weeks, in some cases up to 30 days. The working days are not always consecutive and can be spread out over several months.

The experts selected will be duly remunerated for their work - see further details regarding payments.
