Prior information notice: multiple framework contracts for gathering intelligence on priority threats and MCMs

HaDEA has published a Prior Information Notice (PIN) for a call for tenders to conclude multiple framework contracts in cascade for support services to the European Commission on gathering intelligence on priority threats and medical countermeasures.

    These framework contracts will support the intelligence gathering and horizon scanning function of the Directorate General for Health Emergency Preparedness and Response Authority (DG HERA), particularly by providing essential information that can be used as an input by HERA to carry out its activities in the field of intelligence gathering on cross-border health threats and medical countermeasures (MCMs).

    The services provided through the framework contracts will foster the swift collection, summary and presentation of relevant requested data from which HERA will conduct further analysis, including literature searches, desk reviews, scanning of databases, and the presentation of the information collected in studies. These activities will be executed in complementarity of services provided by other services and agencies, addressing essential gaps to ensure solid preparedness and response activities targeting MCMs.

    The objectives of the tasks outlined in the tender specifications aim to provide continuous support to HERA’s intelligence gathering on health threats (lot 1) while also addressing MCMs (lot 2) within their broader context.

    Estimated budget for both lots: €16 000 000: 

    • Lot 1: EUR 6 000 000
    • Lot 2: EUR 9 000 000

      Background: 

      EU4Health, with a budget of €5.3 billion, is the fourth and largest of the EU health programmes. The EU4Health programme goes beyond an ambitious response to the COVID-19 crisis to address the resilience of European healthcare systems. The programme provides funding to national authorities, health organisations and other bodies through grants and public procurement, contributing to a healthier Europe.

      HaDEA manages the vast majority of the total EU4Health budget and implements the programme by managing calls for proposals and tenders from 2021 to 2027.
