Prior information notice: programme of continuous learning within a European Health Union professional network

Several stakeholders specialised in capacity-building for health policy development and implementation are active in Europe, delivering high-quality training and professional education. These capacity-building entities target a range of policy-relevant expertise and include specialised training programmes such as health law, health economics, and public health. Altogether, they provide a wide coverage of the relevant knowledge including a research focus through academic collaboration. However, this knowledge remains scattered and their excellent output is not fully harnessed.

Therefore, there is a need to develop a network of EU health policy makers that share a profound understanding of the Union’s health policy and instruments, and a solid basis of interpersonal and professional trust

HADEA/2023/OP/0053 - PIN "Programme of continuous learning within a European Health Union professional network"

To this end, HaDEA will launch a call for tenders to conclude a single framework contract for purchasing services to design, organise and implement a training and capacity-building programme on European Union health policy to build a strong network of EU health policy professionals.

Every year for four years, the programme will include: 

  • An annual in-service fellowship;
  • Online and face-to-face workshops;
  • Mentored collaborative research projects;
  • An online platform;
  • An annual forum.

Estimated budget: €5 000 000

Background: 

EU4Health, with a budget of €5.3 billion, is the fourth and largest of the EU health programmes. The EU4Health programme goes beyond an ambitious response to the COVID-19 crisis to address the resilience of European healthcare systems. The programme provides funding to national authorities, health organisations and other bodies through grants and public procurement, contributing to a healthier Europe.

HaDEA manages the vast majority of the total EU4Health budget and implements the programme by managing calls for proposals and tenders from 2021 to 2027.
