- Quantum communication infrastructures: Quantum Key Distribution (QKD); integration of quantum communication technologies with conventional communication infrastructures; optical ground stations and their certification; encryption key management; space infrastructure for quantum communication; quantum cryptography and cryptology; space-based QKD; in-orbit validation and demonstration; quantum networking.
- 5G connectivity and 5G infrastructures: connected and automated mobility (CAM); cellular vehicle to everything technology (C-V2X); Intelligent Transport Systems (ITS); PLMNO handover solutions; Trans European Transport Networks (TEN-T); 5G Stand alone (5GSA); Dynamic Spectrum Sharing (DSS); edge nodes, edge cloud, edge computing; Internet of Things (IoT); connected collaborative computing (3C network); broadband; Artificial Intelligence (AI); Network as a Service (NaaS), Open Radio Access Network (RAN).
- Digital security of backbone infrastructures, quantum communication infrastructures, critical infrastructures and/or 5G networks.
Knowledge and/or experience in the following fields that are common to the above specialist fields is also an asset:
- project management and implementation;
- project financing/financial analysis;
- risk assessment;
- capacity and demand analysis;
- state aid;
- market failure.

Experts can register at the expert database of the European Commission. Make sure to:
- Choose the CEF programme in the Programme Selection section.
- Add all the relevant keywords best describing your expertise and background.
- Add your correct and updated contact details (email address, phone number).
- Include your professional experience.
In addition, please inform us after your registration by contacting HADEA-CEF-DIGITAL-EXPERTSec [dot] europa [dot] eu (HADEA-CEF-DIGITAL-EXPERTS[at]ec[dot]europa[dot]eu), with your expert’s registration number and your specific field(s) of expertise. This will allow us to find you easily in the database.
Conditions
Relevant expertise
The selected experts will assess the project proposals submitted for the CEF calls.
Experts will be called to evaluate the project proposals against award criteria as published in the call text. Guidance on how to assess each individual criterion is provided by HaDEA.
Experts should also have appropriate language skills in English for the tasks to be carried out.
Availability
Evaluations of the project proposals will be conducted both remotely and in Brussels. If selected, you will be able to indicate your availability to come to Brussels during the weeks indicated in the 'availability check' survey which will be circulated only to those experts which have registered in the database and ticked the "CEF" and relevant expertise box.
Conflict of interest
Evaluators cannot under any circumstances have a conflict of interest with any of the organisations submitting a project proposal. You will have to sign a declaration on confidentiality and absence of a conflict of interest before you can read the proposals.
HaDEA needs CEF call evaluators for several calls that opened 2022 and beyond. If you want to be considered, register as soon as possible in the expert database.
