Description

This call for tenders covers two objectives and sets of tasks, aiming to:

  1. Design and deliver trainings to health technology assessment (HTA) assessors and co-assessors, and staff in HTA agencies, national and regional authorities responsible for  HTA (HTA  bodies) of EU and EEA/EFTA countries for the implementation of the Regulation on HTA (HTAR).
  2. Establish a competency framework on the technical expertise required for carrying out joint clinical assessments (JCA) and joint scientific consultations (JSC) for both medicinal products and medical devices.

Regarding the  first objective,  the  call covers  the design, organisation and delivery of two types of training activities and support: virtual classrooms and eLearning modules, both provided  with  follow-up tutoring. These  training  activities aim at better understanding the HTAR, including the framework of joint HTA, the methodology, procedural rules and timeframes for the preparation of JCAs and JSCs.

Regarding the second, the contractor will be requested to develop a competency framework for assessors and experts who will be involved in JCA and JSC. The competency framework will be used as a guide for national and  regional  HTA bodies to help them recruit or identify the appropriate personnel with the necessary skills and competencies to perform the tasks linked to JCA and JSC.
