Contract signed under EU4Health to create the Advanced Technology for Health INtelligence and Action IT System (ATHINA)

ATHINA signed contract

On behalf of the Health Emergency Preparedness and Response Authority (HERA), the European Health and Digital Executive Agency (HaDEA) has signed a contract with three contractors setting up the Advanced Technology for Health INtelligence and Action IT System (ATHINA).

The contract is divided into three lots: 

  1. Development and maintenance of ATHINA IT platform's state-of-the-art backbone, survey module and public health (PH) and medical countermeasures (MCM) case management
  2. Functional analysis of ATHINA modules on information systems linking, threat assessment, simulation, analytics and emergency response
  3. Analytics as managed services

The awarded contractors are: 

  1. For lot 1: NTT Data Belgique/ Netcompany - Intrasoft S.A
  2. For lot 2: NTT Data Belgique/Netcompany - Intrasoft S.A./ IQVIA Solutions Belgium B.V.
  3. For lot 3: Ernst & Young Consulting BV Srl

The contractors will:

  • Develop and maintain the platform, including a survey module and case management modules in the fields of public health (PH) and medical countermeasures (MCM);
  • Conduct functional analysis of the other ATHINA modules on information systems linking, threat assessment, simulation and analytics, and emergency response;
  • Provide market analytics on medical countermeasures and public health intelligence.

Background

HERA is a key pillar of the European Health Union and a fundamental asset to strengthen the EU's health emergency response and preparedness. It was set up to improve Europe’s ability to rapidly respond to such crises, and to make vaccines available to European citizens. 

The ATHINA IT system is the result of a EU4Health call for tenders launched in April 2023 on behalf of HERA. 

EU4Health, with a budget of €5.3 billion, is the fourth and largest of the EU health programmes. The EU4Health programme goes beyond an ambitious response to the COVID-19 crisis to address the resilience of European healthcare systems. The programme provides funding to national authorities, health organisations and other bodies through grants and public procurement, contributing to a healthier Europe.  

HaDEA manages the vast majority of the total EU4Health budget and implements the programme by managing calls for proposals and tenders from 2021 to 2027.
