HaDEA has published a Prior Information Notice (PIN) for a call for tenders to be funded under the 2023 EU4Health Annual Work Programme.
Interested parties are invited to consult TED and eTendering for the possible publication of the contract notice.
The subject of this call for tenders is to design and deliver training courses, develop e-Learning solutions and design and deliver simulation exercises on training and response on cross-border health emergencies and medical countermeasures. The call targets professionals in the fields of learning & development, healthcare and emergency preparedness and response.
This contract will be divided into two lots:
- Lot 1: Design and delivery of training courses and development of eLearning
Lot 1 will be dedicated to the design, planning, organisation and evaluation of trainings, including the design, development, implementation and maintenance of eLearning/online content. Trainings in this context should be understood as any training course or event, regardless of its format.
- Lot 2: Design and delivery of simulation exercises
Lot 2 will be dedicated to the design, planning and implementation of several simulation exercises, either tabletop or functional exercises depending on the objectives set by the lead and/or participating contracting authority.

Background
EU4Health with a budget of €5.3 billion, is the fourth and largest of the EU health programmes. The EU4Health programme goes beyond an ambitious response to the COVID-19 crisis to address the resilience of European healthcare systems. The programme provides funding to national authorities, health organisations and other bodies through grants and public procurement, contributing to a healthier Europe.
HaDEA manages the vast majority of the total EU4Health budget and implements the programme by managing calls for proposals and tenders from 2021 to 2027.
