Single framework contract for the implementation of the new SoHO regulation: training and networking of SoHO competent authorities' staff for oversight

HaDEA has published the EU4Health call for tenders HADEA/2026/OP/0001 - Implementation of the new SoHO Regulation: training and networking of SoHO Competent Authorities’ staff for oversight.

The training activities under this single Framework Contract (FWC) are addressed in particular to inspectors, vigilance officers and preparation process assessors, for strengthening the implementation of oversight in the field of Substances of Human Origin (SoHO) in EU countries, EFTA countries and candidate countries. 

The expected results aim at increasing and standardising the competences of inspectors, vigilance officers and assessors in this sector across the EU, as well as building a network of junior and senior competent authority staff, facilitating possible joint inspections, joint assessment of preparation processes and peer audits among Member States, and to reinforce trust between them to facilitate the exchange of SoHO. 

Indicative budget: €4,000.000. 

The deadline to apply has been extended. Interested parties are invited to submit their application via the EU Funding and Tenders Portal by 12 May 2026, 16:00 (CEST).

Background 

EU4Health is the fourth and largest of the EU health programmes. The EU4Health programme goes beyond an ambitious response to the COVID-19 crisis to address the resilience of European healthcare systems. The programme provides funding to national authorities, health organisations and other bodies through grants and public procurement, contributing to a healthier Europe. 

HaDEA manages the vast majority of the total EU4Health budget and implements the programme by managing calls for proposals and tenders from 2021 to 2027.
